EU Dispatches Specialist Team to Join in Quake Relief Efforts

Invited by the Ministry of Science and Technology of China, a team of three experts dispatched by EU paid a technical visit to CEODE to join in quake relief efforts from 28th May to 7th June. They are all from the Institute for the Protection and Security of the Citizen (IPSC), Joint Research Center (JRC), European Commission, with extensive experience in satellite image data processing and field-based assessment and surveys in disaster affected areas.

During this week, the work of EU staff is to assure the delivery of Commission procured VHR optical and SAR satellite images to the CEODE and carry out research in cooperation with CEODE scientists. The joint research projects include the testing of texture algorithms for damage assessment, benchmarking the newly available VHR imagery, and testing a texture algorithm for the rapid detection of build up from SPOT imagery. Also, the specialist team will provide some technical advice to the EU aiming to support the reconstruction process in near future.

To further the cooperation, JRC and CEODE have expressed their mutual desire to cooperate in the field of advanced image analysis algorithms, benchmarking of new generation satellite sensors, sharing of tools and data, exchange of scientists for short duration, and organization of joint annual workshops. A draft Memorandum of Understanding between the two institutions is under discussion where topics of interest are highlighted.
