Demand specifications of surface water environmental remote sensoring system passed expert review in the Earth Observation Center

On October 30 of 2009, the expert review meeting on the project of demand specifications of surface water environmental remote sensoring(RS) system, which is undertaken by the Center of Earth Observation and Digital Earth of CAS, was held in the Earth Observation Center.

The review panel was composed of experts from Jiangsu Environmantal Monitoring Center, RS Center of the Ministry of Water Resources, China General Environmantal Monitoring Station, RS Institute of CAS, Informtion Center of Chinese Ministry of Environmental Protection.  Chief engineer Li Xuwen acted as the expert panel leader. Experts were debriefed about the work development and technical report, and deeply discussed the project demand specifications.They reached the concensus that the specifications have standard file forms , logical frame, comprehensive contents as well as specific function demand, thus meeting requirements from system user’s environmental department in terms of water environment RS business operations. The specifications can also be taken as the basis for software design, development, and inspection&acceptance. Experts unanimous approved the demand specifications passed the review.

During the meeting, research-fellow Wang Qiao, vice-director of Satellite Environment Application Center from Chinese Ministry of Environmental Protection, and research-fellow Zhang Bing, vice-director of the Center of Earth  Observation and Digital Earth CAS, respectively on behalf of the user unit and the undertaker’s side, pointed out that the demand specifications are of vital importance to the building of surface water environmental RS application sub-system.

The development of surface water environmental RS application sub-system is entrusted by the Satellite Environment Application Center from Chinese Ministry of Environmental Protection. It is a sub-system specially designed for water environment RS application in the project of Environment and disaster monitoring and forcasting mini-satellite constellation environment application system. The sub-system can satisfy the  requirements of river basin water pollution monitoring. It mainly uses environmental satellite data as main data  source, supplemented by other satellite data and ground moinitoring data. It is designed to collect, process, analyze and apply surface waterbody pollution RS information such as large-scale inland waterbody, main river estuarine waterbody, immediate offshore area waterbody, city potable water sources, industrial thermal pollution sources and non-point source pollutions etc, and appraise river basin waterbody pollution degree and feature changes quickly, objectively, precisely and comprehensively, thus providing RS information and technical support for river basin environmental monitoring and management.
