The 2009 Field Audit for Operating Expenses of the two National Scientific Projects of the Center for Earth Observation and Digital Earth

At the recent 2009 field audit meeting for operating expenses organized by the CAS financial planning bureau, China Remote Sensing Satellite Ground Station and remote sensing aircraft, two National Scientific Projects of the Center for Earth Observation and Digital Earth (CEODE), successively underwent the audit.

At the 2009 field audit meeting for operating expenses of China Remote Sensing Satellite Ground Station, the expert panel listened to the operating plan and operating budget report of the ground station in 2009, examined its operation and maintenance records such as data and receipt and transmission etc., relevant contracts and financial vouchers and so on, carried out an audit of the operation conditions of the ground station in 2009 such as operation hours, spare part warehousing and number of operation and maintenance posts etc., finally adjusted the category of maintenance expenses and provided the audit result. In the audit comments, the expert panel fully recognized the ground station’s accomplishment of the operation plan by the end of September 2009, and held that the contents of the operation and maintenance records provided by the ground station are authentic. The expert panel sang high praise for the formulation of the Operation System (Equipment) Failure Report and Repair Sheet, and suggested using it as a demonstration for other facilities.

At the 2009 field audit meeting for of operating expenses of remote sensing aircraft, the expert panel listened to the report on operation of remote sensing aircrafts in 2009, carried out an audit of operations of the remote sensing aircrafts in 2009 such as operation hours, spare part warehousing and number of operation and maintenance posts etc., and finally provided the audit comments. The expert panel held that by the end of September 2009, 77% of the annual operational plan of the remote sensing aircrafts was accomplished, maintaining a good operating efficiency. With regard to urgent purchase of various spare parts of remote sensing aircraft, the expert panel suggested strengthening budgetary management. In addition, the expert panel provided the recommended number of operation and maintenance posts for the remote sensing aircraft in 2009.

The 2009 field audit for operating expenses of National Scientific Projects organized by the financial planning bureau started in mid-November, and 13 National Scientific Projects of the CAS including BEPC etc. underwent the audit which were carried out according to the requirements of the Outline for Field Audit of Operating Expenses of National Scientific Projects of the CAS.
