Service and Alteration Projects of Major Scientific and Technological Infrastructure Pass Acceptance Check

On March 21-22, 2011, nine service and alteration projects of two major scientific and technological infrastructures including China Remote Sensing Satellite Ground Station (CRSSGS) and Remote Sensing Aircraft (RSA) passed an acceptance check at the Center for Earth Observation and Digital Earth (CEODE). The acceptance of craftsmanship, finance and archives were checked by the Financial Planning Operations Department (Chinese Academy of Sciences), High Technology Research and Development Bureau, and CAS Administrative Office. A panel of experts evaluated each.


The panel of craftsmanship experts heard the concluding report given by the project leader, conducted an on-site inspection, and addressed inquiries to the research process and function index implementation status. The panel of financial experts checked the financial performance status. The panel of archiving experts checked the archiving status of project documents. After full discussion, the acceptance panel of experts unanimously declared that the projects satisfied all the criteria set in the assignment book and achieved a sufficient function index, performance index and technological index. At the same time, the financial management system was complete, fund use was rational, and the accounting methods met the provisions of the Accounting Regulations for Scientific Research Institutes and relevant provisions of national financial management.


The accomplishment of the two major scientific and technological infrastructure service and alteration projects vastly improved data receiving, recording, and processing; system operations; and the efficiency and reliability of CRSSGS. The completeness also improved the operating security and remote sensing experiment capabilities of RSA. RSA achieved high-precision orientation and mapping without ground control points, which laid a solid foundation for integrating astrospace-aerospace-Earth observation and becoming the best remote sensing data source in China.
