From 23-24 February 2012, CEODE convened its 2012 Annual Work Conference to review progress in the last year and discuss future directions for CEODE’s strategic development.

CEODE Director-General GUO Huadong first gave a report titled “Condensing direction; uniting efforts for innovation; and comprehensively promoting the planning and implementation of the 135 Project”. The 135 Project is a CEODE initiative promoting ‘one position, three breakthroughs, and five important fostering directions’. In the report he pointed out that 2011 was the beginning of the national “Twelfth Five-Year Plan” and CEODE launched its “Innovation 2020” plan. GUO noted that, in the past year, CEODE’s operations and scientific research laid a firm foundation for CEODE’s further development. GUO also analyzed the current technology trends at home and abroad and pointed out that the “Twelfth Five-Year Plan” is an important period of strategic opportunities for China's scientific and technological development. 

In the meeting, CEODE Deputy Director ZHANG Bing and CEODE Finance and Property Department Director CHEN Ye respectively gave reports on the 135 Project’s implementation and management and CEODE’s finances.

A preparatory group also reported on CEODE’s “three breakthroughs”. Afterwards, the representatives discussed in groups the work report, financial report and the 135 Project’s­­­ implementation and management. Focusing on how to promote the implementation of the 135 Project­­­, CEODE staff offered comments and suggestions.

GUO gave concluding remarks and analyzed CEODE’s advantages and disadvantages under the current domestic and international situation and emphasized that as Earth observation and Digital Earth technology have been developing rapidly, the Chinese government has also attached great importance to these areas. GUO then proposed the requirements for Earth observation technology in the national long-term development plan and other series of major projects. He also outlined recent important working points.
